What Do You Do When a Country or Leader Sponsors or Supports International Terrorists?

International terrorism a real problem in the world and yet there seems to be some problems on how we should address this.
George Soros, who condemns President Bush much in the same way as Hugo Chávez has wrote a piece in the New York Times op-ed section condemning the war on terror and the use of military action.
In one of his points, George Soros states; The War on Terror Emphasizes Military Action While Most Territorial Conflicts Require Political Solutions.
However, international terrorism is not about territorial issues and therefore his argument is irrelevant and unfortunately, somewhat unbecoming of any intellectual gentleman.
I am not saying that the elderly George Soros has lost his marbles; I do not know him personally so I'm not in a position to prove such an accusation.
However, the war on terrorism is justified for several reasons.
Number one we cannot allow international terrorist to go around and kill innocent civilians in any nation.
Next you cannot allow any nation state to fund international terrorism groups and further, we should not support them in spirit by writing op-ed pieces in the New York Times.
The United States of America is justified in using military force to stop nation states, which sponsor international terrorism to prevent unnecessary loss of innocent civilian life.
In fact, we must use all of our resources and abilities as needed to defeat international terrorism and win the war on terror.
We cannot negotiate with terrorists and they are unwilling to negotiate with us.
There is only one solution and that is to find them and delete them.
