How to Expand Borders on "Civilization IV"

1). Click on the city whose borders you want to expand.
2). Push the "Queue" icon button in the lower right-hand corner of the screen.
3). Select a building that improves culture, such as the theater, coliseum, library, university or one of the wonders of the world. These have the greatest bearing on culture, but for small boosts, you can also construct civic buildings, such as aqueducts and sewage systems.
4). Wait for construction to finish, and then start work on another cultural or civic building. As its culture increases, your city's borders will inch across the world map.
